Welcome to the Town Council! Help make Foggy Hollow more Resilient!

  Part 3: Make Foggy Hollow More Resilient!  

You have just been elected to the town council!  You and your fellow councilors must agree on a resilience plan for Foggy Hollow that addresses the flooding challenges, while staying within your budget.  You will have to advocate for your character's priorities, while also learning about the needs of others on the council and then coming to agreement.

Assignment: Follow the steps below.

Step One:

Select one or more of the possible actions below to make Foggy Hollow more resilient to the threat of flooding! You may not go over your budget. 

On your worksheet, be sure to record the actions you chose and any funds that remain.

Green Landscaping

Cost: $ (1)

Rain gardens, swales, and other landscaping changes are an inexpensive way to manage rain that falls on Foggy Hollow during storms and keep it from pooling near houses, although these won’t help much if the river overflows its banks.

Restore the Wetland Upstream

Cost: $$ (2)

Reconnect the river to a large flood plain area upstream and restore the wetland there. This would give flood waters somewhere to go before they reach Foggy Hollow.

Build a Levee Along Foggy Hollow

Cost: $$$$ (4)

The levee would be a large earthen mound along the riverbank. The levee would keep the river water out of Foggy Hollow, although it will be expensive to maintain and might
increase flooding issues upstream and downstream.

Retreat from the Flood Plain

Cost: $$$$$$ (6)

Offer to buy houses in the most vulnerable zone near the river. If homeowners accept the offer, remove the houses and replace them with public parkland/green space. This would be a permanent solution to the worst flooding problem, but it’s expensive and there’s no guarantee the homeowners would accept the deal.

Step 2a: 5 Year Results

Determine if there was a storm at 5 years by rolling two dice and adding up the results. A storm occurs if you do not roll at least a 5. Click on the corresponding link below to see the results. Record your results in your notebook.
