Game of Floods - Wastewater Plant

Welcome to the Town Council! Help make the Wastewater Plant more Resilient!

Part 3: Make the Wastewater Plant More Resilient!

You have just been elected to the town council!  You and your fellow councilors must agree on a resilience plan for the Wastewater Plant that addresses the flooding challenges, while staying within your budget.  You will have to advocate for your character's priorities, while also learning about the needs of others on the council and then coming to agreement.

Assignment: Follow the steps below.

Step One:

Select one or more of the possible actions below to make the Wastewater Plant more resilient to the threat of flooding! You may not go over your budget.

On your worksheet, be sure to record the actions you chose and any funds that remain.

Possible Actions & Costs

Budget: $$$$$$ (6)

Elevate & Floodproof Buildings

Cost: $$ (2)

Renovate the plant to elevate sensitive mechanical parts above the highest expected floodwaters, and renovate ground-level areas so floodwaters can pass through without damaging them.  This wouldn’t prevent the release of sewage in a storm, but it might save the plant.

Restore the Marsh

Cost: $$ (2)

Marshes act as buffers and filters.  A healthier marsh might protect the plant from flooding, and might also help filter out contaminants if sewage is released from the plant.

Build a Seawall

Cost: $$$ (3)

A seawall and pumping system around the plant could protect the plant from floods.  However, the seawall may negatively impact the marsh.

Managed Retreat

Cost: $$$$$$ (6)

Relocate the plant to higher ground!  This would be extremely expensive, but it’s the only way to permanently protect the plant.

Possible Action Combos:

Elevate & Floodproof: $$ (2)

Restore the Marsh: $$ (2)

Build a Seawall: $$$ (3)

Managed Retreat: $$$$$$ (6)

Restore the Marsh & Elevate/Floodproof: $$$$ (4)

Build a Seawall & Elevate/Floodproof: $$$$$ (5)

Restore the Marsh & Build a Seawall: $$$$$ (5)

Step 2a: 5 Year Results

Determine if there was a storm at 5 years by rolling two dice and adding up the results. A storm occurs if you do not roll at least a 5. Click on the corresponding link below to see the results. Record your results in your notebook.
